Context:

Safety of the Olympic Games in Sochi will be provided by about 40,000 police personnel and soldiers of internal troops, said today the Russian Minister of Internal Affairs, Vladimir Kolokoltsev, in an interview to Russia 24. Russian security officials have thought for 4 years on the Olympics safety, in the phrase of the Minister, from laying the first stone in the foundations of buildings. It resulted in a kind of multi-level system that provides multiple layers of protection and enhancing the efficiency of access control.

The contests will be accessible only by the ‘fan passport’, which is to be specifically designed for the Winter Games. To get it, it is necessary to register online, and receive a ‘confirmation of law abidance’. Without the fan passport it will not be possible to get tickets to contests. This rule will apply not only to foreign visitors, but also to Russians. The Minister noted that such measures are to minimize the risk of illegal actions.

For the safety of foreign fans, many police personnel had to learn a foreign language. Moreover, said Kolokoltsev, it comes to not just English, but also the languages of most competitors. In police departments the guests will be given special statement forms printed in a foreign language.
